THE BILL FOR ANGER

World News (Daily Decode) · 29 October, from the digest of 21 to 28. Yesterday anger was handed an address. Today it was handed a bill. The price of gas was raised from above and has tripled in a year. People went out into the street, and in one night the French Senate worked out what a person who does not leave the square is worth. Britain reminds us this bookkeeping was not invented yesterday.

LOUD

France · Rio Times.

They say: overnight into 28 October the French Senate passed, 229 votes to 105, the bill the French call «casseurs-payeurs», «rioters pay». Liable for damage: anyone who «knowingly took part» in the group, and anyone who stayed in the crowd after two police warnings, up to 10,000 euros per person. The money can be seized from family allowances, housing aid and the minimum income; senators added the back to school allowance. Foreigners face an entry ban after conviction. Communist senator Fabien Gay had warned: «Not a single demonstration will be able to take place in this country again». The bill now goes to the National Assembly; no date is set. Rio Times

Decoding 1379: the price of gas and bread was raised up top. The anger came out down below. Now the anger has a bill: ten thousand euros, payable out of the child allowance. Not only the one who broke the window pays, but also the one who stayed standing after the police told him twice to leave. Why: a crowd no longer has to be dispersed by force. It can be dispersed by price: everyone will count for himself what an hour on the square costs.

The price was raised up top. The bill came down below.

THE TURN

Britain, 1 August 1715 · twelve people and one hour.

They say: Wikipedia: the Riot Act received royal assent on 20 July 1715 and came into force on 1 August. If twelve or more people were «unlawfully, riotously, and tumultuously assembled» and did not disperse within an hour of an official reading the proclamation, everyone still there was guilty of a felony punishable by death. Those who killed, maimed or hurt rioters while dispersing them were declared in advance «free, discharged and indemnified». The proclamation had to be read word for word, down to «God save the King»: without those words, convictions were overturned. It was read before the crowd at St Peter's Field in Manchester was dispersed on 16 August 1819; tens of thousands had gathered for parliamentary reform; 18 died, 400 to 700 were injured. In England and Wales the Act was repealed only from 1 January 1968. Wikipedia

Decoding 1379: for more than two hundred and fifty years a crowd was counted by heads: twelve. Time by the clock: one hour. The price: a life. Today the count is the same; only the currency has changed: two warnings and a benefit. Why: in Scene 3.0 you paid for the crowd with your body. In Scene 3.02 you pay with your wallet, and the wallet is already digital: it can be debited without a bailiff at the door.

Twelve people and one hour. Then they paid with a life. Now with a benefit.

THE INTERMEDIARY

Space and mobility · IATA.

They say: on 28 October the International Air Transport Association published a survey of more than 10,000 passengers from over 200 countries. 58% went through biometric checks in the past year (50% a year earlier). 78% are willing to share biometric data to skip showing a passport and boarding pass. 75% want to register once in advance and then pass «automatically». Yet 59% fear data breaches and 49% fear their data being passed to other organisations. IATA's Nick Careen: «To make biometrics the norm for international travel, governments must agree a framework»; on passengers: «They like it and want more.» Europeans are the most cautious: 70% are willing. IATA

Decoding 1379: the queue is long, and a face in it works as a ticket: hand it over and the gate opens. Half of those handing it over fear it will travel further. They hand it over anyway. Why: the same French crowd bill eases police drones and algorithmic video over demonstrations. The face that opens the gate at the airport is the same face the machine recognises on the square.

The face became a pass. A pass can be issued, and it can be refused.

EXCHANGE

Money and credit · Daily Sabah.

They say: on 26 October gas on the TTF exchange rose to 97.64 euros per megawatt hour, the highest since late 2022; since the start of the year the price has more than tripled. EU storage is 74.6% full, below the seasonal norm; Germany just over 61% against about 75% a year ago. In Baden-Württemberg household gas costs 22% more than a year ago. On 30 September EU energy commissioner Dan Jørgensen said in Dublin that winter will be hard and prices «very high», with no shortage; state help must be «targeted and temporary». Daily Sabah

Decoding 1379: nobody on the square chose the price of gas. Everyone pays it, and the help is «targeted and temporary». Why: the heating bill arrives before winter, and the anger arrives with it. In a week the anger has a date, and the Senate already knows what it will cost.

Winter has not come yet. The bill already has.

MEANING

Screen and narrative · Rio Times.

They say: the bill is called «casseurs-payeurs», «rioters pay». In the text passed by the Senate, liability also falls on anyone who stayed in a crowd «likely to disturb public order» after two police warnings; the state may also pursue those it considers «indirect authors» of damage. How much a household keeps after deductions from benefits is still to be decided. Rio Times

Decoding 1379: the title of the law says rioter. The text says the person who did not leave. The title tells you whom the law is about: those who smash. The text tells you who pays: everyone who stood nearby. Why: anyone will vote against rioters. And anyone can later be filed under the name of rioter.

The title says rioter. The bill says you.

COERCION

Law and norm · GOV.UK.

They say: Britain, Crime and Policing Act 2026. Police have a duty to consider conditions on a protest where «the combined effect of repeated or sustained protest activity» may cause serious disruption to the life of the community. Senior commanders can impose conditions on a procession already under way. British Transport Police gain the same powers at railway stations, and they and the Ministry of Defence Police can require the removal of disguises. GOV.UK

Decoding 1379: a new protest is now limited because of past ones. You went out for the first time, and your conditions are set for everyone who went out before you. And you may not hide your face. Why: France bills you for the crowd, Britain for the repetition. One set of books on both shores of the Channel, and in both columns stands a face.

You went out for the first time. You were charged for other people's times.

THE BILL FOR ANGER

One week. Gas three times dearer than in January. People went out into the street, and their anger was billed at once: ten thousand euros and the child allowance. Not only the one who smashed pays, but also the one who stood. The face that tells a bystander from a protester, people hand over themselves at the airport gate, seventy eight out of a hundred. In Britain a protest is limited for past protests. In 1715 twelve people and one hour were enough, and the price was a life. Now the price is the wallet, and the wallet is digital. Anger is no longer put out, and no longer only redirected. It is taxed. On 5 November France goes out again. One question is left: who gets the bill?
